Fasani and Frattini Examine Border Externalization in ECO

L’intesa con l’Albania e gli altri accordi che non funzionano (‘The arrangement with Albania and other agreements that don’t work’) – an article by Francesco Fasani and Tommaso Frattini on the effects of border externalization has been published in the Italian monthly magazine ECO. Edited by economist Tito Boeri, the magazine focuses on economics, politics, and societal challenges, featuring contributions from leading experts and academics.

In their article, Fasani and Frattini critically examine the effectiveness of migration agreements, with particular attention to recent policies like the Italy-Albania protocol. They analyze whether such initiatives genuinely deter irregular migration and reduce costs, as claimed, or merely shift the challenges to other regions and routes. Drawing on examples such as the EU-Turkey and Italy-Libya agreements, the authors explore the ethical, financial, and geopolitical implications of outsourcing migration control to third countries.

The article is currently available online in Italian on ECO’s website (accessible via subscription), with an English version expected to be released in the coming weeks.
